Sri Lankan-German SME Development Programme - Looking for Experts

CEFE International is tendering for the GIZ SME component with focus on university-business linkage in Sri Lanka.

Therefore we are looking for international and national experts. Deadline for application is the 08th of February, 2015.

C.Deliverables

Given  the  focus  on  Northern,  Eastern  and  Uva  Province,  consultants  will  have  to  ensure presence and impact in those priority regions. Strong local expertise and a strong Sri Lankan partner are key requirements.

The deliverables will build on previous activities on UBL undertaken since spring 2014. A workshop with representatives from government, universities and private sector was conducted in May 2014. It became clear that UBL in Sri Lanka are at a very initial stage.

However, all stakeholders agreed that strengthening UBL is a prerequisite for sustainable growth in Sri Lanka, in particular for SME.

Based on deliberations at the event and further explorations with universities island - wide, a manual and further resource documents were developed.

In all implementation work, the role of universities within the national innovation ecosystem – which include so ther players such as technology providers, financial institutions etc. – needs to be considered.

Furthermore, work has to be conducted in a conflict and gender sensitive manner. Six years after the end of armed conflict, regional disparities still persist. Women are underrepresented in business and universities, in particular in key positions. Achieving conflict and gender sensitive impacts are key objects of German development cooperation in Sri Lanka.This has to be considered accordingly in the offer, and this is one reason for the focus on Northern and Eastern Provinces.

Profiles Required

Senior international expert/teamleader (7 months, 6 of which in Sri Lanka). We currently estimate 6 international flights will have to be calculated for the international expert.

Profile:

  • Economist,socialscientistorsimilar
  • At least 10 years of working experience in the field of university business linkages: Proven knowledge/track record of project implementation on the ground, including lagging regions of developing countries
  • Working experience preferably in Sri Lanka, else in South Asia / Asia
  • Good communication skills
  • Excellent English language skills mandatory, German would be an asset

Main Tasks:

  • Coordinate team and deliverables
  • Report to GIZ representatives
  • Liaise with Sri Lankan partners (public and private)
  • Advise and draft UBL implementation schemes
  • Ensure technical quality

Pool of 2 international short-term experts (total of 2 months, 2 of which in Sri Lanka).We currently estimate 2 international flights will have to be calculated for the pool of international experts.

Profile:

  • Economist, social scientist or similar
  • At least 8 years of working experience in the field of university business linkages: Proven knowledge / track record of project implementation on the ground, including lagging regions of developing countries
  • Skills & knowledge should complement those of the team leader
  • Working experience preferably in Sri Lanka, else in South Asia/Asia
  • Good communication skills
  • Excellent English language skills mandatory

Main Tasks:

  • Liaise with Sri Lankan partners (public and private)
  • Advice partners on the topics above, especially those which cannot be covered by the team leader.

3) Pool of 3 national experts (total of 16 months)

Profiles:

  • Economist, social scientist or similar
  • At least 10 years of working experience in private sector development (PSD), Innovation, Technology Transfer in Sri Lanka and / or abroad, excellent contacts with universities as well as business community in Sri Lanka
  • Knowledge of university-business linkages, Hands-on experience working with SME, Chambers and Technology Providers
  • Strong implementation record, “getting things done”
  • Expertise on challenges to private sector development in Northern, Eastern and Uva Provinces
  • Excellent English language and communication skills
  • At least one team member must be fluent in Tamil and one in Singhalese

Main Tasks:

  • Liaise with Sri Lankan partners (public and private)
  • Organisation of workshops etc.
  • Advisory services to partners
